Abstrak	:	Indonesia consumes about 235 billion of sticks of cigarette this year, about 1,000 sticks per person, including baby and frail elderly. In 2011, the government in enjoying US$7 billion income from tobacco excise while the government allocated only US$ 3 billion for the Ministry of Health. On the other hand Indonesia has the highest Maternal Mortality Rate in ASEAN, due to poor health service and under funded health services. More than 120 million people may go bankrupt if one of a family member suffers from serious diseases, such as tobacco related diseases of cardio-vascular or cancer. They have to pay out of their pocket or sell their assets to pay for expensive health care. In Indonesia, even in public hospitals, people have to pay deposit to receive health care and the public hospital charge on fee for services basis. In many occasions, charges for certain procedures are more expensive in public hospital than in private hospitals. Yet, Indonesia has not accessed/ratified the Framework Convention on Tobacco Control (FCTC). The Indonesian regulations tobacco controls are very weak and the enforcement is almost non existence. The cigarette companies almost freely perform advertising through varios media and events, even near schools, to influence children and youths to smoke. At present, several cigarette companies are negotiating with the Ministry of education to "support for better education", a way to twist the public to be perceived as the "good guys". Recently, the Ministry of Industry hosted a launching of the so called "divine cigarette" in whcih they claimed that it is not nicotine that is harmful of a cigarette. Nicotine can be completely burned and by using a special filter they design the harmful of cigarette can be eliminated. But, those studies are almost nowhere to be found in scientific journals. Therefore, it is appropriate to say that"Indonesia is the heaven for cigarette companies and the hell for the people"; the title used in this proceeding.
